RESOLUTION 21/2026/NQ-CP: IMPORTANT REGULATORY UPDATES IN VIETNAM’S HEALTHCARE SECTOR

The Government of Vietnam has recently issued Resolution No. 21/2026/NQ-CP on reducing and simplifying business conditions and administrative procedures in the healthcare sector. Below are some notable updates:

✅ Decentralization of administrative procedures to local authorities
Certain procedures related to health supplement advertising will be transferred to provincial authorities, helping businesses shorten dossier processing timelines and improve operational flexibility.

Specifically, from 01 July 2026, the authority to issue Advertising Content Approval Certificates for health supplements will be delegated to provincial People’s Committees.

📌 Advertising registration dossiers generally include:
• Application form for advertising content approval
• Valid product declaration certificate
• Product labels
• Proposed advertising content
• Supporting documents substantiating product claims (if applicable)

✅ Acceleration of digitalization and regulatory transparency
More administrative procedures will be processed and publicly managed through electronic systems, enabling businesses to track dossier status more efficiently, manage documentation, and access updated regulatory information.

✅ Streamlined administrative processing timelines
Several licensing, amendment, and dossier review procedures are expected to be simplified, supporting faster product commercialization and market access.
