Cosmetic declaration is the process by which manufacturers (organizations, individuals) or importers notify and register their cosmetic products with the competent management agency. This process aims to determine that cosmetic products meet safety and quality standards prescribed by law before being circulated on the market.

Application Submission Process
Step 1: Register an Online Account on the Online System
Businesses that want to make announcements need to register an account on the Ministry of Health’s online cosmetic announcement system. Information registered on the system includes: business name, tax code, address, email and contact phone number.
Step 2: Enter Cosmetic Product Information
After having an account, the cosmetic business will log in to the system and enter product information to be announced. Information includes: cosmetic product name, trade name, manufacturer, ingredients and main uses of the product.
Step 3: Submit Online Application
After entering all information, the business will submit the cosmetic declaration application online. The system will request to upload the necessary documents as stated in the application preparation section.
Step 4: Payment of Fees for Publication Documents
Businesses will have to pay cosmetic publication fees according to regulations of the Ministry of Health and the fees are clearly specified for each type of product.
Step 5: Confirm and Approve the Cosmetic Publication Dossier
After submitting the application and paying the fee, the Drug Administration reviews and approves the cosmetic declaration dossier. If the application meets the requirements, the business will receive a publication number for that cosmetic product. In case the documents need to be supplemented, the business will be notified for further completion.

Processing time for cosmetic product declaration documents
Within 3 working days of receiving a valid cosmetic product declaration dossier and receiving the prescribed fee, the management agency is responsible for issuing the receipt number for the cosmetic product declaration form. .
In case the published dossier does not meet the standards, within 5 working days from receipt of the dossier, the receiving agency will notify in writing the registered organization or individual for amendments and supplements.
Within 3 months from the date of issuance of the written notice, if additional documents are not received from the organization or individual under whose name the announcement is made, the announcement document is no longer valid.
However, in reality, the processing time for cosmetic declaration documents is often longer, about 10-15 working days for domestic products and 20-25 days for imported products. Therefore, businesses announcing cosmetic products need to plan to submit applications early to ensure the products are circulated on time as expected.
