Circular 40/2025/TT-BYT on regulations for drug procurement at public healthcare facilities

🔷 Circular 40/2025/TT-BYT has been issued by the Ministry of Health, fully replacing Circular 07/2024/TT-BYT to improve the legal framework for drug procurement in public healthcare facilities. With clearer regulations on bid package classification, funding management, and contractor selection procedures, the new circular aims to ensure stable drug supply and maintain price consistency. The Circular takes effect on 25 October 2025.
