The Certificate of Free Sale (CFS) is a certification issued by the competent state authority of the exporting country to exporters of cosmetic products listed in the CFS, confirming that the cosmetic products are manufactured and permitted to be freely circulated in the exporting country. (According to Article 2 of Circular 06/2011/TT-BYT: Circular on the management of cosmetics) – The CFS is valid for 2 years from the date of issuance.

– Circular 06/2011/TT-BYT issued on January 25, 2021: Regulations on the management of cosmetics.
– Circular 29/2020/TT-BYT issued on December 31, 2020: Amendments, supplements, and repeals of some legal documents issued by the Minister of Health, promulgated in conjunction.
– Domestic cosmetics must have a valid product declaration certificate issued by the competent state authority.
– Exporting entities must register the dossier at the Department of Health where the cosmetic production facility is located and go through the CFS issuance procedure for products intended for export.

The CFS application process takes approximately 15-20 working days.
